This fortnightly newsletter is provided to member councils through the clerk and chair and should be circulated to all councillors. Training courses are available to book via the portal (login required)

The Training Bulletin is issued monthly, and courses are available to book via the portal. If there is any specific training which you feel would be valuable, and we don’t currently offer it, please let us know and we will investigate. The Training Bulletin can be found on the LALC website www.lalc.co.uk/training-2-1.

Clerks – when booking training for your councillors, please ensure that their email address is correct. If not, they will not receive the booking confirmation or any joining instructions. If you have set up your councillors on the LALC portal, you will be able to select their correct email address from a drop-down list when booking the training.

If you update your council email and are already booked on training, please let us know so that we can update your booking to ensure you receive the automatic reminders.

If one of your councillors resigns, and they were booked on LALC training, please cancel their place, so that others can book on. Failure to do so may not only deprive other councils from attending but could result in a non-attendance charge (see below).  

Please note our training cancellation policy:

  • For part day courses – please ensure we receive cancellations at least 48 hours in advance

  • For full day events – please ensure we receive cancellations at least 5 working days in advance, as we need to pre-order and pay for lunches

Due to persistent non-attendance at booked events, it is unfortunate that LALC have had to amend the way we impose our cancellation fees. All members are charged 50% of the training cost when insufficient notice is received (as above) for non-attendance at training events. No shows will be charged at 100% of the course fee. All charges are regardless of whether the council is a member of the ATS or not.

Vacancy advertising

LALC can advertise your vacancy on our website and in the fortnightly eNews. This is a free service. If you do not have a pre-prepared advert to send us, please complete our Vacancy Template, which can be found in the Members Portal under Document Templates.    

We also offer a paid advertising service, which ensures that your advert also appears on Lincolnshire County Council’s website, Facebook, and LinkedIn (in addition to the LALC website and eNews).  The current fee for this is £80 (this has increased in line with an increase in the LCC fee). Please complete the Vacancy Template (as above), ensuring that all requested information is completed, and then contact us at enquiries@lalc.co.uk. You will be invoiced for this service.

Please note that Lincolnshire County Council require a closing date on their advert, as well as salary information (these are mandatory fields). LCC will remove your advert once the closing date has passed, so please consider the date carefully as you will have to pay again to re-advertise if your vacancy hasn’t been filled by then.

We recommend all councils advertise their vacancy, job details, method of application and up to date contact details on their own website too.

Please let us know when the vacancy has been filled, so that we can remove it from our website/eNews. If your vacancy has not yet been filled and you are continuing to advertise, please let us know of any revised closing date. If you no longer specify a closing date, please let us know so that we can update the vacancy adverts.

Face to face training – dietary requirements

Can we please remind clerks to identify any dietary requirements when booking your councillors on any face-to-face full day training (where we are providing lunch). This will be one of the questions that you are asked when booking a place. We have had a number of attendees recently complain that there was nothing they were able to eat for lunch. In all of these cases, the clerk had not identified their dietary requirements. LALC have to notify the caters in advance of any ‘special’ lunches, so we rely on clerks notifying us of this in good time.

NALC Annual Report highlights strong year for parish and town councils

NALC have officially published their Annual Report for the year 2024/25, showcasing a year of significant progress for parish and town councils across England.

The report outlines a year marked by innovation, national engagement, and increasing influence of parish and town councils, particularly in the context of devolution and community empowerment.

NALC now represent 88% of parish and town councils. Membership engagement remains high, with over 1,700 parish and town councils having signed the Civility and Respect Pledge and nearly 900 parish and town councils accredited under the Local Council Award Scheme.

NALC are being heard at the highest levels, and parish and town councils continue stepping into a bigger role in delivering real change in communities nationwide. With strategic investment, support, and strong leadership, parish and town councils are well-placed to shape the future of local democracy.

SLCC: Local Government Reorganisation: Letter to Areas Invited to Submit Final Proposals

The Ministry of Housing, Communities and Local Government (MHCLG) has published a letter sent to all councils that were invited to submit proposals for unitary local government, enclosing documents on the process for local government reorganisation, financial decision making before local government reorganisation, and partnership working in social care.

The letter makes specific reference to maintaining local communication around any decision which might lead to asset transfers and sets out the limitations which will require authorisation for transfers in excess of £100,000 once structural change orders are in place.

NALC: Martyn’s Law Steering Group

The Martyn’s Law Steering Group came together on 28 July 2025, continuing its vital work on preparations for the implementation of the Terrorism (Protection of Premises) Act 2025, which received Royal Assent earlier this year. The group delivered its key milestone of publishing all three advice notes, which are available on our website (https://tinyurl.com/5t4bwnx4). These documents will help parish and town councils better understand and prepare for their responsibilities under Martyn’s Law. Looking ahead, the group confirmed its plans for the next set of materials to be produced and published later this year. The group shared valuable updates on their recent engagements with the Home Office, the National Counter Terrorism Security Office, and the Security Industry Authority. All parish and town councils, regardless of whether they currently own or manage premises or organise public events, are strongly encouraged to review the newly released advice notes. These resources are essential for building strong, proactive approaches to public safety and preparedness ahead of Martyn’s Law coming into effect in 2027.

SLCC: Government Electoral System Reform

The government has published further background information on its plans to reform the electoral system in England.

NALC have urged the government to prioritise local democracy, sustainability, and accountability in its proposed reforms to planning committees. In our response to the government's consultation on proposals around the delegation of planning functions, the size and composition of planning committees and mandatory training for members of planning committees, we highlighted the need for a strong, community-led planning system that empowers parish and town councils and protects the integrity of local places.

NALC events encouraging people to stand as parish and town councillors

NALC have partnered with the LGA to bring two inspiring events designed to encourage more people, especially those from underrepresented backgrounds, to stand for election as parish or town councillors. The first event, Local Democracy in Action, on 17 October 2025, is a free event tailored for parish and town councils and county associations looking to energise their communities and widen the pool of people stepping forward to serve. The second event, People in Action, on 14 November 2025, is another free event for those curious about becoming a councillor and want to make a meaningful difference where they live.

SLCC Consultation Response – Improving the Implementation of Biodiversity Net Gain

SLCC has responded to the government’s consultation ‘Improving the implementation of Biodiversity Net Gain for minor, medium and brownfield development.’

Biodiversity Net Gain (BNG) is a way of creating and improving natural habitats. The consultation included options around extending exemptions, simplifying the small sites metric and increasing ease of access to the off-site market, and also addressed specific challenges for brownfield developments.

Lincolnshire Police: Streetsafe campaign

StreetSafe is a national service for anyone to anonymously tell us about public places where they have felt unsafe and the reason for it, such street lighting, abandoned buildings, vandalism, being followed or verbally abused. It’s a way to voice your concerns about things that perhaps don’t warrant a call to 101, but are still very important. This will help Lincolnshire Police target work with partners to build a safer Lincolnshire.

If there is a location you don’t feel safe, for whatever reason, please use this tool to feed this in, especially about persistent issues that can have a very negative impact on our communities. It’s anonymous, quick and simple to use. The data gathered will be mapped alongside other reported incidents in order to identify hotspot areas. Lincolnshire Police can then look at sharing data with partners to design out problems and focus on prevention and reassurance.

Lincolnshire County Council: A new vision for your Lincolnshire

Lincolnshire County Council announces plans to strengthen, simplify and save money in local government.

Following feedback from the Government in June to the proposals submitted, LCC are now developing the details of this plan to show what it would mean for residents, communities and businesses in Lincolnshire, and how costs would be reduced by making taxpayers’ money go further.

LCC: Make a difference this August with a ‘low-waste Summer’

This August, we're proud to support ‘Low-waste Summer’ — a campaign from the Lincolnshire Waste Partnership that encourages everyone to enjoy the best of summer while cutting down on waste.

Whether you’re heading to the beach, exploring the countryside, prepping for back-to-school, or just enjoying a picnic in the park, there are plenty of small, easy actions we can all take to reduce waste and protect our environment.

Throughout the month, we’ll be sharing simple tips, smart swaps, and practical advice to help reduce waste in everyday life. From reusable picnic kits to charity shop fashion finds, and from school uniform swaps to waste-free lunchbox ideas — we’ll show you how small changes can make a big impact.

Here’s a taste of what we’ll be covering:

  • Picnic smarter: Ditch the disposables and pack reusable plates and cutlery.

  • Back-to-school the eco way: Reuse last year’s supplies, swap uniforms, and shop second-hand.

  • Holiday hacks: Choose charity shop fashion, bring reusables, and borrow books from the library.

  • Get creative: Collect free leftover paint for your next DIY project through the Community RePaint scheme.

  • Low-waste adventures: From camping gear tips to beach day essentials, we’ve got you covered.

  • Reducing waste doesn’t have to be hard — in fact, it can be fun, rewarding, and even cost-saving.

Rachel Stamp, waste partnership and projects manager, at Lincolnshire County Council, said: “Summer is a time for making memories — and with a few simple changes, we can make sure they don’t come with a trail of waste.

“Low-waste Summer is about helping everyone in Lincolnshire enjoy the season more sustainably, whether that’s reusing school supplies, cutting down on single-use plastics, or supporting local reuse schemes.”
