This fortnightly newsletter is provided to member councils through the clerk and chair and should be circulated to all councillors. Training courses are available to book via the portal (login required)

The Training Bulletin is issued monthly, and courses are available to book via the portal. If there is any specific training which you feel would be valuable, and we don’t currently offer it, please let us know and we will investigate. The Training Bulletin can be found on the LALC website here.

Clerks – when booking training for your councillors, please ensure that their email address is correct. If not, they will not receive the booking confirmation or any joining instructions. If you have set up your councillors on the LALC portal, you will be able to select their correct email address from a drop-down list when booking the training.

If you update your council email and are already booked on training, please let us know so that we can update your booking to ensure you receive the automatic reminders.

If one of your councillors resigns, and they were booked on LALC training, please cancel their place, so that others can book on. Failure to do so may not only deprive other councils from attending but could result in a non-attendance charge (see below).  

Please note our training cancellation policy:

For part day courses – please ensure we receive cancellations at least 48 hours in advance

For full day events – please ensure we receive cancellations at least 5 working days in advance, as we need to pre-order and pay for lunches

Due to persistent non-attendance at booked events, it is unfortunate that LALC have had to amend the way we impose our cancellation fees. All members are charged 50% of the training cost when insufficient notice is received (as above) for non-attendance at training events. No shows will be charged at 100% of the course fee. All charges are regardless of whether the council is a member of the ATS or not.

LALC can advertise your vacancy on our website and in the fortnightly eNews. This is a free service. If you do not have a pre-prepared advert to send us, please complete our Vacancy Template, which can be found in the Members Portal under Document Templates.    

We also offer a paid advertising service, which ensures that your advert also appears on Lincolnshire County Council’s website, Facebook, and LinkedIn (in addition to the LALC website and eNews).  The current fee for this is £80. Please complete the Vacancy Template (as above), ensuring that all requested information is completed, and then contact us at enquiries@lalc.co.uk. You will be invoiced for this service.

Please note that Lincolnshire County Council require a closing date on their advert, as well as salary information (these are mandatory fields). LCC will remove your advert once the closing date has passed, so please consider the date carefully as you will have to pay again to re-advertise if your vacancy hasn’t been filled by then.

We recommend all councils advertise their vacancy, job details, method of application and up to date contact details on their own website too.

Lincolnshire Show 2026

The Lincolnshire Show 2026 takes place on Wednesday and Thursday 17 Jun 2026, 08:00 – 18 Jun 2026, 19:00.  

LALC had a marquee at the Show in 2025 and is considering its plans for 2026 if there is enough interest from member councils to support it.  

If any Parish or Town Council in Lincolnshire might be interested in having a stand within a LALC marquee we would like to hear from you.  

Likely commitment is expected to be a fee of £300-£500 (amount to be confirmed) and one or two persons to be present over the two days to man their stand.  Each stand will probably need a display, leaflets and free gifts / prizes to give away.  Set up must be completed on site Tuesday 16th June 2026 during the day.  Exit from the site can take place after 7pm on Thursday 18th June. The fee would include entry fee for up to two persons per day to the show.

Early notice is being given in case you need to include this in your budgets and also LALC need to consider if the event is feasible early in 2026 when we finalise orders/booking.

Theft of speed sign batteries

We are aware of further theft of speed sign batteries, this time at Theddlethorpe (likely at the same time as the Saltfleetby thefts). Whilst the Theddlethorpe signs were not purchased by the Parish Council, they were purchased by the Elizabeth Rook charity which is financed by the community wind farm funding. Nevertheless, this has a significant impact on the local community.

SLCC: Government Consultation Response – Strengthening the Standards and Conduct Framework for Local Authorities in England

The government has published its response to the consultation held on strengthening the Standards Framework in England.

Government has confirmed “we intend to legislate for a whole system reform of the current regime as set out in Localism Act 2011”. The measures will include:

  • the introduction of a mandatory code of conduct, which will include a behavioural code, for all local authority types and tiers

  • a requirement that all principal authorities convene formal standards committees, to include provisions on the constitution of standards committees to ensure objectivity, accountability and transparency

  • the requirement that all principal authorities offer individual support during any investigation into code of conduct allegations to both the complainant and the councillor subject to the allegation

  • the introduction at the authority level of a ‘right for review’ for both complainant and the subject elected member to have the case reassessed on grounds that will be set out in legislation

  • powers for authorities to suspend elected members for a maximum of 6 months for serious code of conduct breaches, with the option to withhold allowances during suspension for the most serious breaches and introduce premises and facilities bans either in addition or as standalone sanctions

  • in response to the most serious allegations involving police investigation, or where sentencing is pending, the introduction of powers to suspend elected members on an interim basis for an initial period of 3 months which, if extended, will require regular review

  • a new disqualification criterion for any elected member subject to the maximum period of suspension more than once within 5 years

  • the creation of a new national appeals function, to consider appeals from elected members to decisions to suspend them and/or withhold allowances, and for complainants if they consider their complaint was mishandled. Any appeal submitted will only be permitted after complainant or elected member has invoked their ‘right for review’ of the local standards committee decision has been invoked and that process is completed

LALC comment: It could take several years before these recommendations become enshrined in law.

NALC have warned that slow delivery would weaken the impact of these reforms and prolong the challenges some parish and town councils face in dealing with poor conduct. Without timely change, parish and town councils may continue to struggle to address issues such as bullying and harassment, deterring candidates and eroding leadership in local government.

Financial Services Compensation Scheme (FSCS)

From 1st December 2025 the Financial Services Compensation Scheme limit will increase from £85,000 to £120k.

Recent meeting of the Improvement and Development Board (IDB)

Last Thursday, the Improvement and Development Board (IDB) met to discuss producing a new National Improvement Strategy and talk about the Twenty-First Century Councillor. It is very conscious that proposals for local government reorganisation could mean significant changes for the sector. The IDB also restated its commitment to ensuring civility and respect are a priority for our sector. The IDB were also pleased that nearly 2,000 parish and town councils have signed up to the Civility and Respect Pledge and over 2,000 councillors have downloaded the Statement of Assurance.

SLCC: Housebuilding Near Train Stations to Receive Default ‘Yes’

The government has announced that ‘housebuilding near well-connected train stations will receive a default “yes” in future if they meet certain rules.’ The aim is to ensure more high-quality and affordable homes are built in and around key towns and cities, which will save commuters time, boost access to housing, and open the door to new job and education opportunities.

The government has stated it is encouraging housebuilders to ‘build more homes near these transport links, and councils in England will also now be required to tell the government when they intend to reject new housing developments over a certain size, with the Housing Secretary able to have the final say on whether they should go ahead.’

The government is looking to introduce the changes alongside proposals to streamline the statutory consultee process, further saving developers time and money to meet the government’s 1.5 million homes target.

Voting is now open for our 2025 governance elections.

This year, we have received a strong list of candidates who are stepping forward to help shape the future of local government on the national stage. Their commitment to looking beyond their own parish or town council reflects the vibrant and forward-thinking spirit of our sector.

Voting is open from 10 November to 21 November 2025. All parish and town councils in membership are encouraged to take part in this vital process to choose their representatives on our Larger Councils Committee and Smaller Councils Committee.

Each council can cast one vote per election. To participate, parish and town councils must register to vote with UK Engage. Please allow up to 24 hours for your council's registration to be validated. Once validated, your council will receive a unique code enabling you to vote.

It is important to note that larger parish or town councils should only vote in the Larger Councils Committee election, and smaller parish or town councils should only vote in the Smaller Councils Committee election.

The election is your chance to ensure your council's voice is heard in shaping our national priorities and influencing the future of local government. Vote now and play your part in leading our sector forward.

Have your say: Targeted (statutory) Consultation on National Grid’s proposals for Weston Marsh

National Grid are inviting you to share your views on our updated proposals for Weston Marsh which forms Route section 5 of Grimsby to Walpole, part of The Great Grid Upgrade - the largest overhaul of Britain’s electricity transmission network in a generation. 

Our targeted consultation runs from 12 noon on Tuesday 18 November until 11:59pm Friday 19 December. Your feedback will help us finalise proposals for two new high-voltage substations at Weston Marsh (Substations A and B). We’re also planning to deliver part of Substation A sooner, so we can connect the Outer Dowsing Offshore Wind project by 2030.

This Project will help us deliver a reliable, affordable network for the future and meet the rising demand for electricity.  The way we generate electricity is changing. This Project will connect homes, businesses and public services to sources of home-grown renewable energy, helping to lower bills and make our country more energy secure. 

Since our Stage 1 consultation in Spring 2024 and our Stage 2 consultation in Summer 2025, we have developed more detailed proposals. We are pleased to share these with you and would like to hear your feedback.

SLCC: National Heritage Memorial Fund for War Memorials Announced

The government has announced an additional £2 million to support the repair and conservation of local war memorials across the United Kingdom. The funding will support communities, which we understand will include local councils, to protect and repair their local war memorials through grants, expert advice, and guidance. 

More details including timelines and information about eligibility about the fund is expected in 2026.

National survey on public toilets

NALC have teamed up with the British Toilet Association to launch a national survey to find out parish and town councils' experiences with public conveniences they currently manage or may manage in the future. They joined our Policy Committee meeting on 16 October 2025, where they proposed a joint survey to understand better the current situation for parish and town councils, particularly around liability transfers, limited financial resources, and the broader context of local government reorganisation across England. Please take some time to complete the survey by 14 January 2026 and note that each council should submit only one response.
