Training courses are available to book via the portal (login required)
The Training Bulletin is issued monthly, and courses are available to book via the portal. If there is any specific training which you feel would be valuable, and we don’t currently offer it, please let us know and we will investigate. The Training Bulletin can be found on the LALC website www.lalc.co.uk/training-2-1.
Clerks – when booking training for your councillors, please ensure that their email address is correct. If not, they will not receive the booking confirmation or any joining instructions. If you have set up your councillors on the LALC portal, you will be able to select their correct email address from a drop-down list when booking the training.
If you update your council email and are already booked on training, please let us know so that we can update your booking to ensure you receive the automatic reminders.
If one of your councillors resigns, and they were booked on LALC training, please cancel their place, so that others can book on. Failure to do so may not only deprive other councils from attending but could result in a non-attendance charge (see below).

For part day courses – please ensure we receive cancellations at least 48 hours in advance
For full day events – please ensure we receive cancellations at least 5 working days in advance, as we need to pre-order and pay for lunches
Due to persistent non-attendance at booked events, it is unfortunate that LALC have had to amend the way we impose our cancellation fees. All members are charged 50% of the training cost when insufficient notice is received (as above) for non-attendance at training events. No shows will be charged at 100% of the course fee. All charges are regardless of whether the council is a member of the ATS or not.

LALC can advertise your vacancy on our website and in the fortnightly eNews. This is a free service. If you do not have a pre-prepared advert to send us, please complete our Vacancy Template, which can be found in the Members Portal under Document Templates.
We also offer a paid advertising service, which ensures that your advert also appears on Lincolnshire County Council’s website, Facebook, and LinkedIn (in addition to the LALC website and eNews). The current fee for this is £75. Please complete the Vacancy Template (as above), ensuring that all requested information is completed, and then contact us at enquiries@lalc.co.uk. You will be invoiced for this service.
Please note that Lincolnshire County Council require a closing date on their advert, as well as salary information (these are mandatory fields). LCC will remove your advert once the closing date has passed, so please consider the date carefully as you will have to pay again to re-advertise if your vacancy hasn’t been filled by then.
We recommend all councils advertise their vacancy, job details, method of application and up to date contact details on their own website too.

LALC at the Lincolnshire Show - 18th and 19th June 2025
LALC will have a marquee stand at the Lincolnshire Show jointly with our neighbouring County Association covering North and North East Lincolnshire (ERNLLCA) with the aim of promoting the work of local councils across Greater Lincolnshire.
We would be very grateful for a few photographs of some of what parish and town councils do in your communities such as images of allotments, playing fields, well-tended public gardens, cemeteries and memorials and features such as benches, phone boxes, events, or community buildings that can form part of a display.
We will also be promoting the role of parish and town councillors and clerks to encourage people to come forward if they are interested in vacancies.
We would be very grateful if any parish or town council might have some floor-standing display stands or boards that we could borrow for the week for the display. We are also looking to borrow a small chiller and some fans that have recently been PAT-tested (who knows what the weather will be in June!)
We hope to see a few of you at the Stand during the Lincolnshire Show.

LALC Summer Conference - 16 July 2025
Booking is now open for the 2025 LALC Summer Conference - taking place at the Epic Centre at Lincolnshire Showground.
Come along for an interesting and enjoyable day: meet old friends, network, and make new friends and contacts.
The day will start with a Welcome & Introduction from our guest speaker.
There will be a varied selection of Talking Tables on different topics. These will be interactive sessions using discussion, scenarios, case studies, and shared problem solving.
Talking tables to include: Clear Councils (insurance), Worknest (Health & Safety), Worknest (HR), Unity Trust, CCLA, Andrew Towlerton (Effective comments on planning applications), Breakthrough Communications, Lincolnshire Armed Forces Community Covenant Officer (Armed Forces Friendly Councils), Cloudy IT (GovAssist), Lincs Fire & Rescue (Societal resilience).
Delegates will have the opportunity to attend 5 of these tables during the day, selecting topics which are of specific interest to your council. If you are bringing several colleagues from the same council, you may want to share out which Talking Tables you’d like to visit, to ensure you get the most out of the topics on offer.
There will also be various Trade Stands to peruse. The LALC Webmaster will also be on hand to answer any website queries.

Improvement and Development Board’s Workforce Task Force
The Improvement and Development Board’s Workforce Task Force met last week to review an updated job evaluation scheme for the parish and town council sector. The updated scheme will help parish and town councils assess job roles when reviewing salaries and consider the most up-to-date employment practices and the increased size of councils and their activities. The task force will also be undertaking a broader consultation on the scheme.

SLCC: Call for Evidence on Security of Enterprise Connected Devices
The government is asking for views on the security of enterprise connected devices, also known as Internet of Things (IoT) devices, which are used by businesses and organisations, such as office printers, internet-connected telephones, building entry systems and room booking systems.
Concerned about the security of these products as vulnerable devices can provide a route for hostile actors to attack the IT systems used by businesses, the government wants to ensure all new and existing technologies are safely developed and deployed across the UK.
The government’s call for evidence is open to anyone and closes on 7 July 2025.

Building upon the success of the past two years, now is the time to get ready for Local Council Clerk Week (LCCW) 2025. A dedicated week to celebrate and recognise the incredible work clerks do for their communities, it’s your chance to raise awareness of the clerk’s role, connect with your fellow clerks, and for us all to give clerks the recognition they truly deserve.
Taking place from 7 – 14 June, SLCC encourage all of you to get involved. There are plenty of ways you can take part, including sharing messages via social media, publishing our LCCW press release, adding the LCCW logo to your website, creating a ‘Minute of Me’ video, visiting your local school, speaking at a local community event, and more.

Armed Forces Day & VJ Day
An invitation is being extended to any Lincolnshire veterans of World War Two to join in a lunch celebrating the contributions of our Armed Forces: past, present and future.
The 80th anniversaries of Victory in Europe and Japan, bringing World War Two to an end, will be the theme for North Kesteven District Council’s annual veterans’ lunch on Monday 23 June, which is a significant part of its Armed Forces Day activity and specifically celebrates the individual and collective service of veterans spanning many decades through the presentation of Veteran’s Badges.
Veterans of any length of service with UK Armed Forces – Army, Royal Navy, Royal Air Force or Merchant Navy – could apply to receive a badge marking their contributions over any period, from decades to just one day. (The deadline for Veteran’s badge applications has now passed).

Tree planting grants
The Tree Council and Network Rail are once again working in partnership to deliver a programme of community tree planting between to 2030.

LALC Vice President attends Buckingham Palace Garden Party
Mike Passfield, Vice President was honoured to represent LALC at the Royal Garden Party at Buckingham Palace and the VE Day 80th Anniversary Celebration Concert.
The Royal Garden Party brought together guests from across the UK, including representatives from local and national government, ministers, civic leaders, military personnel, and the diplomatic corps in the presence of Their Majesties The King and Queen, Her Royal Highness The Princess Royal, Their Royal Highnesses The Duke and Duchess of Edinburgh, and Their Royal Highnesses The Duke and Duchess of Gloucester. It was a privilege to be among those invited to share in this celebration of public service, tradition, and national unity—set against the stunning backdrop of the Palace gardens.
Attending the VE Day 80th Anniversary Celebration Concert at Horse Guards Parade witnessed the atmosphere shift from royal elegance to heartfelt remembrance, with powerful performances and moving tributes. The event honoured the courage and sacrifice of those who served during the Second World War. It was a moment to reflect on the enduring spirit of service that has shaped our nation.

SLCC: Historic England Launches Local Heritage Hub, Unlocking Hidden Histories for Communities Around England
Coinciding with this year’s Local History Month, Historic England has launched a new Local Heritage Hub. With nearly 400 locations, every county, city, district, and major town in England now has a dedicated digital page that uncovers its rich and layered history.
Offering a wide range of content, from fascinating aerial photographs showing towns and villages through time, to curated selections of listed buildings, videos, blogs, and podcasts, the Local Heritage Hub invites members of the public to discover their local area through a new lens.
The new service – which will continue to expand with new places, information, and sections added over time – will make local heritage and histories more relevant, relatable, and engaging to more people’s everyday lives, inspiring conversations, unlocking memories, and sparking new interests.

NALC Smaller Councils Committee meeting
The Smaller Councils Committee met on 15 May 2025 to discuss key issues, including creating new parish and town councils in unparished areas, the urgent need to recruit and train clerks, and the limited capacity of smaller councils to take on more services without funding. Our employment law, HR, and health and safety services partner, WorkNest, highlighted essential HR policies, which we will promote to smaller councils. The committee also agreed to review gaps in policy guidance and monitor developments ahead of the Terrorism (Protection of Premises) Act 2025, with a focus on improving security culture across the sector.

NALC: LGA extends its national recruitment campaign to parish and town councils
Recruiting staff can be tough for parish and town councils, so it's excellent news that the LGA (Local Government Association) is extending its national recruitment campaign to parish and town councils. The campaign will offer free, tailored resources to help councils attract the right people. The LGA has also formed the Parish and Town Councils Working Group, which we sit on with councillors, clerks, and county officers. The working group will hold its next meeting on 16 July 2025.
