Training courses are available to book via the portal (login required)
The Training Bulletin is issued monthly, and courses are available to book via the portal. If there is any specific training which you feel would be valuable, and we don’t currently offer it, please let us know and we will investigate. The Training Bulletin can be found on the LALC website www.lalc.co.uk/training-2-1.
Clerks – when booking training for your councillors, please ensure that their email address is correct. If not, they will not receive the booking confirmation or any joining instructions. If you have set up your councillors on the LALC portal, you will be able to select their correct email address from a drop-down list when booking the training.
If you update your council email and are already booked on training, please let us know so that we can update your booking to ensure you receive the automatic reminders.
If one of your councillors resigns, and they were booked on LALC training, please cancel their place, so that others can book on. Failure to do so may not only deprive other councils from attending but could result in a non-attendance charge (see below).

For part day courses – please ensure we receive cancellations at least 48 hours in advance
For full day events – please ensure we receive cancellations at least 5 working days in advance, as we need to pre-order and pay for lunches
Due to persistent non-attendance at booked events, it is unfortunate that LALC have had to amend the way we impose our cancellation fees. All members are charged 50% of the training cost when insufficient notice is received (as above) for non-attendance at training events. No shows will be charged at 100% of the course fee. All charges are regardless of whether the council is a member of the ATS or not.

We also offer a paid advertising service, which ensures that your advert also appears on Lincolnshire County Council’s website, Facebook, and LinkedIn (in addition to the LALC website and eNews). The current fee for this is £80 (this has increased in line with an increase in the LCC fee). Please complete the Vacancy Template (as above), ensuring that all requested information is completed, and then contact us at enquiries@lalc.co.uk. You will be invoiced for this service.
Please note that Lincolnshire County Council require a closing date on their advert, as well as salary information (these are mandatory fields). LCC will remove your advert once the closing date has passed, so please consider the date carefully as you will have to pay again to re-advertise if your vacancy hasn’t been filled by then.

LALC Summer Conference - 16 July 2025
Booking is now open for the 2025 LALC Summer Conference - taking place at the Epic Centre at Lincolnshire Showground.
Come along for an interesting and enjoyable day: meet old friends, network, and make new friends and contacts.
The day will start with a Welcome & Introduction from Sean Matthews, newly elected Leader of Lincolnshire County Council.
There will be a varied selection of Talking Tables on different topics. These will be interactive sessions using discussion, scenarios, case studies, and shared problem solving.

Delegates will have the opportunity to attend 5 of these tables during the day, selecting topics which are of specific interest to your council. If you are bringing several colleagues from the same council, you may want to share out which Talking Tables you’d like to visit, to ensure you get the most out of the topics on offer.

We now have confirmation that the recently elected Mayor from the Greater Lincolnshire Combined Authority will be joining us from 10.30-12.00. Sean Matthews and LCC Chief Executive, Debbie Barnes will be available all morning. They will be housed in a separate meeting room along with the Leaders and Chief Executive of East Lindsey & South Holland District Councils, The Chairman and Assistant Director of People & Democratic Services of West Lindsey DC, representatives from NKDC and we are awaiting confirmation from SKDC and BBC. This will give all delegates the opportunity to visit their local authority as well as the talking tables that will be in the main hall.
Attendees to the Conference will also be entered into a Prize Draw, with a chance to win one of two prizes of a £50 credit voucher for LALC which can be deducted from your membership subscription, Annual Training Scheme subscription or any other LALC service of the council’s choice.

The electricity company has launched consultations on two pylon lines running through the county. National Grid has launched a second round of consultation on their proposed Grimsby to Walpole pylon route, and an initial consultation on another route through the south of Lincolnshire from Weston Marsh in South Holland to East Leicestershire.

Lincolnshire receives feedback on reorganisation proposals
Lincolnshire's ten councils have received feedback from the government on initial proposals for Local Government Reorganisation, to help plan for the next stage.
Earlier this year, the Government made clear its intention to change all remaining two-tier local authority areas in England and replace county and district councils with new unitary authorities.
All council leaders in two-tier areas, and smaller neighbouring unitary authorities, were invited to develop initial unitary proposals, which were submitted in March.
The Government has now issued feedback to Lincolnshire's ten councils on their initial proposals, to support areas to further develop their proposals into a business case for submission in November 2025.

NALC: Proposal to reintroduce remote and hybrid council meetings
Government has backed a proposal to reintroduce remote and hybrid council meetings. NALC have long-championed this move, emphasising that parish and town councils must have the freedom to decide how and when to meet, reflecting the sector's call for flexibility and resilience in the post-pandemic world. The government's consultation, which received 5,844 responses (the vast majority coming from the 3,327 parish and town councils), revealed overwhelming support for remote meeting options. The development marks a significant step forward in modernising local governance and ensuring that parish and town councils can operate effectively and inclusively in the digital age.

SLCC: Government Consulting on Changes to Council Tax Billing
Government has launched a consultation on changes to council tax billing. The government has stated that it ‘recognises that the administration of council tax more broadly has not been reviewed in decades, and there are broader opportunities to deliver a fairer and more efficiency system for taxpayers and councils.’
The consultation looks at modernising the administration of council tax, specifically:
Changing the ways council tax is billed, collected and enforced
Modernising the support available in the system
Supporting councils to improve efficiency

LALC reminds parish and town councils that we are now mid-term since the last all-out elections in May 2023 when all local council seats were last contested across Lincolnshire. Terms of office run until May 2027.
There are always casual vacancies to fill. When they occur remember to notify the elections team at the District/ Borough Council (Principal Council) who will issue the appropriate notices to give electors the choice whether the vacancy should be filled by an election. If an election is not called by electors then the local council can fill the seat by co-option.
There is a mistaken belief that Principal Councils will take over a parish council if a council is not quorate. What usually happens is that the Principal Council will call more elections until the vacant seats are filled.
The costs of those elections are charged to the Parish Council. It is important that Parish /Town Councils maintain an adequate earmarked reserve to cover the cost of elections that can occur at any time.
In the meantime, if a council is inquorate the Principal Council may appoint temporary councillors under S.91 Local Government Act 1972 to allow the parish council to function and if possible, to co-opt new parish councillors. Those temporary appointments cease as soon as the parish council is quorate again.

New quishing alert: £3.5 million lost last year to fraudulent QR codes
Action Fraud is urging people to look out for rogue QR codes, after 784 reports of ‘quishing’ were made to Action Fraud between April 2024 and April 2025, with almost £3.5 million lost.
A new alert has been issued by Action Fraud, warning about quishing, a form of phishing where a fraudulent QR code is scanned, designed to steal personal and financial information. The warning encourages people to stay vigilant and double check QR codes to see if they are malicious, or have been tampered with, before scanning them online or in public spaces.
Action Fraud can reveal that quishing happens most frequently in car parks, with criminals using stickers to tamper with QR codes on parking machines. Quishing also occurred on online shopping platforms, where sellers received a QR code via email to either verify accounts or to receive payment for sold items.

Lincolnshire Police & Parish Council briefing sessions
Councils should have received an invitation from Lincolnshire Police to attend the next round of Parish Council briefing sessions in September. Four meetings will be held: one for each of the Policing Districts of Lincoln & West Lindsey, Boston & South Holland, East Lindsey and North & South Kesteven.
The Police and Crime Commissioner will be in attendance, along with the area Local Policing Superintendent, District Chief Inspector and Neighbourhood Policing Inspector. Following feedback from the previous sessions, there will be more time for questions to be asked so a greater opportunity for Parishes to raise questions and again there will be local updates from your Neighbourhood Policing Inspector.
Councils are requested to book their place (limited to one per council) and submit any questions by the deadline specified.

NALC and ACRE launch flood resilience survey for parish and town councils
NALC have partnered with Action with Communities in Rural England (ACRE) to launch a new survey designed to help parish and town councils enhance their flood resilience.
The short survey will capture what information and support parish and town councils need to better plan for flooding. The results will directly shape the development of practical resources tailored to local needs, ensuring that any future resources are genuinely helpful and relevant.
Alongside ACRE, NALC are particularly keen to ensure that the voices of parish and town councils are heard so that we can provide support that addresses real on-the-ground challenges. Your participation will help both organisations deliver meaningful action that improves community resilience.
Parish and town councils are encouraged to respond to the survey by 29 August 2025. To ensure a broad and representative range of input, we request one response per parish or town council.
This initiative supports Action 20 of the Rural Flood Resilience Partnership Action Plan, which aims to help communities plan for flooding.

Latest Community Energy England funding opportunities:
The Great British Energy Community Fund (formerly the Community Energy Fund) is a government programme which specifically funds community energy projects to do feasibility and development. £10m was made available through the fund initially in 2023 and the government has recently announced another £5m. The aim of the fund is to help kickstart projects including small-scale wind farms and rooftop solar partnerships, as well as battery storage, rural heat networks, electric vehicle charging points, and fuel poverty alleviation schemes - all proposed, designed and owned by local people.

SLCC: Government Reaffirms Value of Neighbourhood Plans Despite Ending Support for Their Preparation
Government says neighbourhood plans can still play an important role in the planning system despite ending of government support for their preparation.
Speaking in the House of Commons, Matthew Pennycook MP, Minister for Housing, Communities and Local Government, informed MPs that ‘The government remains of the view that neighbourhood plans can play an important role in the planning system. Communities can continue to prepare neighbourhood plans where they consider that doing so is in their best interests.’ Adding that, ‘Following the Spending Review, my Department has announced that it is unable to commission new neighbourhood planning support services for 2025 onwards. Technical support which has already been awarded will continue to be provided but must be completed before the end of March 2026.’

SLCC: A faster, more efficient planning appeals process
More planning appeals will be processed via a faster, simplified procedure under new regulations.
The government has announced that simplified planning appeal procedures will be rolled out to the majority of planning appeals decided via written representations. This follows a Ministerial decision to change regulation. The changes are expected to be made by the end of 2025.
The simplified appeals process will deliver:
A faster, more efficient planning appeals process that benefits everyone
Keeping planning decisions local and reducing unnecessary bureaucracy
Submit once, submit right – providing the complete picture at application stage

A councillor in Norfolk exerting his influence over a meeting he could not attend was found to be in breach of the Councillors’ Code of Conduct and the Nolan Principles.
LALC reminds all Councillors that they can only take part in decision-making if they are present at a meeting. Proxy voting and remote attendance is not permitted under current law. If Parliament decides to change the law your council will be made aware.
